The Metcalfe County fiscal court met in a special called session due to the date change on Tuesday, October 13, with magistrates Ronnie Miller, Daniel Bragg, Harvey Hawkins, and Kevin Crain present; Judge/Executive Larry Wilson, Clerk Lorrie Gilpin, and Attorney Sharon Howard were also present.
Judge Wilson declared a quorum present, and the minutes from the September 24th meeting were approved with motions by Bragg and Miller.
The request for advancement from the Nursing Home Funds was first on the agenda. Judge Wilson explained, “Our general fund is running very, very tight. Connie is here today. I didn’t ask, what kind of figure were you looking at?”
Taylor replied, “If we can get $150,000 maybe. I mean, we’re down to like $200,000 now. And we’ve got several bills to go out.”
Bragg asked, “So, what would the 150 be used for?”
“Just paying bills. We’re not purchasing anything other than just the basic necessities,” answered Taylor.
After a lot of discussion, it was decided to borrow $100,000 from the road fund and reassess the need at the next meeting. The motion was made by Miller, seconded by Crain, and approved.
Road Request
In attendance were Camilla and Steve Shive. Mrs. Shive addressed the court with a request to add an access road to the county maintenance list. “They call it the Pilot Knob Farm. My hope is that you can help us to get it back on the county road maintenance list. Growing up, it was common knowledge that there was a county road leading to the farm.”
“There’s no proof that we can find. I think Steve talked with the State Farm and Metcalfe County, and they couldn’t find any information as to why the road was taken off of the county maintenance list,” stated Mrs. Shive.
She had copies of road maps from 1953 and 1961, showing the roads in the area. The road didn’t have a name, but it was accessed from road 1048, and the 1953 map shows the road.
Judge Wilson asked, “It’s not on anybody’s deed of right of way, right?” Adding that the other property owners will need to agree to rights-of-way. Compton stated that the road is 15 feet from the center on both sides, so 30 feet.
“We will have to start just like it never was a county road and go from there.” Adding that the other property owners will need to agree. It was noted that the road is only 3/10 of a mile. Compton and Crain will examine the condition of the road and begin the process.
Closed Session
Next, the court went into a closed session pursuant to KRS 61.810 (1) (c) for litigation and returned approximately 20 minutes later. Judge Wilson stated that no action was taken in closed session.
Sheriff’s Department
The Sheriff’s Office manager, Lynn Lunz, addressed the court to request $25,000 of funds to be used for payroll, postage, fuel, and office supplies. The funds are needed to keep the office running until property tax collection begins. After motions by Bragg and Crain, the funds were approved.
Financials
There were two interfund transfers, both of which were to transfer state LARP funds to the road fund. Both were approved.
The claims held nothing unexpected and were approved.
The DES, recycling, and road department reports were provided for review.
With no other business on the agenda, the meeting then adjourned.
