Colton Givens Updates Chamber on New Laws

The Morgantown-Butler County Chamber of Commerce held its monthly business meeting on Thursday, July 23, at the Eva Hawes Building at Morgantown City Park. The meeting brought together local business owners and community members for an informative update on legislation that could impact businesses across Kentucky.
The meeting was sponsored by Kerrick Bachert, Attorneys at Law in Bowling Green, with Colton W. Givens serving as the guest speaker. Beautiful floral arrangements decorating the tables were provided by Bee Haven Flower Farm, while lunch was catered by Hebrews.
Givens presented an overview of several new state laws and legislative measures designed to affect small businesses, employers, local governments and communities. Among the topics discussed were House Bill 6, addressing childcare businesses; House Bill 185 concerning tipped employees and tip pooling; House bill 392 regarding local government purchasing thresholds; House Bill 480 on prompt payment of state contracts; House Bill 757 the omnibus tax revenue bill; House 521 addressing workplace safety and trespassing.
Additional legislation highlighted included Senate Bill 145 relating to alcohol catering; Senate Bill 73 allowing home-based processors to produce tallow-based cosmetic products; Senate Bill 110 requiring motor vehicle dealers to utilize electronic title application systems; Senate Bill 153 regulating storm-chasing contractors; Senate Bill 245 expanding licensing requirements for nicotine and tobacco retailers; House Bill 78 concerning civil liability protections for firearms and ammunition manufacturers and sellers; House Bill 312 covering concealed carry licenses for individuals ages 18-20; House Bill 459/657 licensure and other related requirements for therapists and counselors; House Bill 904 the omnibus gaming and gambling regulation bill; Senate Bill 19 concerning the Indigo Milk Cap Mushroom; Senate Bill 37 designating the Treeing Walker Coonhound and House Bill 67 which amends last year’s traceable communication law.
The presentation also covered several newly enacted criminal laws, including Senate Bill 104 creating the offense of impeding a first responder by establishing a 25 foot buffer zone; House Bill 4 creating the offense of grooming a minor; House Bill 7 allows enforcement of school bus stop-arm violation via camera; House Bill 305 known as the Crystal Rogers Act, making it a crime to record grand jury proceedings; House Bill 366 to include computer-generated images in definition of CSAM; and House Bill 521 expanding the crime of stalking to include contact through social media.
