Edmonton-Metcalfe County Industrial Development Authority Board

The following are the unofficial minutes of the February meeting.

 

Regular Open Meeting

Edmonton City Hall

February 23, 2026

2:00 P.M.

 

Board members in attendance: Lisa Boswell, Matt Gallagher, Luke Wilson, and Jerry Garmon. Donna Caffee and Terry Garrett were absent.

Others in attendance: Mayor Doug Smith and Alley Bragg.

After the determination of qu0rum, Chairman Boswell called the meeting to order.

Chairman Lisa Boswell presented the minutes of the November 17, 2025, regular called meeting. Motion to approve made by Jerry Garmon; second by Luke Wilson; no discussion; motion carried.

Alley Bragg presented claims dated 11/17/25 – 2/23/26 for approval, along with the treasurer’s report showing a bank balance of $21,512.36 as of February 23, 2026. Motion to approve made by Matt Gallagher; second by Jerry Garmon; no discussion; motion carried.

Chairman Boswell reported that the TVA RDAAP grant funds were received and applied to the Industrial Board’s ESB loan. She explained that twelve monthly payments were made from the funds, and the remaining balance was applied directly to the principal of the loan. A motion was made to suspend the February and March ESB loan payments in case of any unforeseen expenses, as the required twelve-monthly payments have already been completed. Motion by Matt Gallagher; second by Jerry Garmon; no discussion; motion carried.

Chairman Boswell provided an update on the bus garage, stating that there were no new developments at this time. She reported that the school board is currently evaluating various locations for the construction of the bus garage.

The 2026 Meeting schedule was provided.

During other business, Jerry Garmon reported that work is currently being performed on the Cowan property adjoining the South Industrial Park. Jerry explained that Mr. Bell has requested permission to remove and replace the fence that borders the South Industrial Park. Jerry further stated that Mr. Bell indicated if the Industrial Board would allow the timber/fence debris to be pushed into the back corner of the South Industrial Park property, he would cover the cost of the fence. The Board would then need to determine how to address and remove the debris. Suggestions included burning the debris or sharing the cost by paying one-half of the fence expense, which would result in the Board being responsible for only half of the debris. A motion by Matt Gallagher was made to authorize Jerry Garmon to handle negotiations regarding the shared fence at the South Industrial Park. Second by Luke Wilson; no discussion; motion carried.

Motion to adjourn by Matt Gallagher; second by Luke Wilson; motion carried at 2:27 p.m.

Monthly meetings are on the Third Monday of each month at 2:00 pm and will be held at City Hall (Council Chambers).
