Failure of Payment Sparks Concern

The Edmonton-Metcalfe Industrial Development Authority (IDA) held its September meeting on Monday, September 15.
The following members were present: Chairperson Lisa Boswell, Jerry Garmon, Luke Wilson, and Donna Caffee. Others in attendance were Secretary/Treasurer Alley Bragg, Judge/Executive Larry Wilson, Mayor Doug Smith, and PJ Martin from The Herald-News.
Absent were Terry Garrett for medical reasons, and Matt Gallagher was on vacation.
It appeared that there would not be a quorum present for the meeting until Donna Caffee arrived just a couple of minutes late.
The minutes from the special-called August 27th meeting were approved as written with motions by Luke Wilson and Donna Caffee.
Secretary/Treasurer Alley Bragg presented the financial report dated August 27th through September 15th. “The ESB interest was added for $1.22. We’re gonna pay myself for bookkeeping $148.75, and then I have a check ready to pay the ESB loan of $6,866.79, and that will leave $1,104.92.”
The motions to accept the financial report were approved.
Although not stated by anyone during othe pen session, the finance report shows the last payment made by Pennington Stave Company was dated July 24th. That was then paid to ESB on the loan on July 25th. The payment of August 15th was made from the Industrial Board account, and the check that Bragg stated was ready to pay to ESB on September 12th was also being paid from the Industrial Board account.
Boswell then said, “All right, let’s go into Executive Session under KRS 61.810.”
The motion to enter executive session was made and approved at 2:09 p.m., and the motion to reenter open session was made and approved at 2:30 p.m.
Immediately upon entering back into open session, Boswell asked who would make the motion to send a letter to Pennington Stave LLC, and Donna Caffee made the motion, which was seconded and approved.
Boswell asked if anyone had any other business.
No other business was brought forth, so the motion was made to adjourn.
The next meeting is scheduled for Monday, October 20, 2025, at 2 p.m. at Edmonton City Hall.
