Taxes, Speed Bumps, and Cannabis

The Edmonton City Council met on Monday, September 9th in a special called session with everyone in attendance except Edmonton Fire Chief Jerry Clemmons.

The minutes from the special called meeting of August 5th were reviewed and approved.

Slight changes to the KY Transportation Cabinet Discretionary Fund Agreement for the repair of Shirley Street and Scott Drive were made, so the council re-approved the updated document allowing Mayor Doug Smith to authorize the agreement.

Also corrected was Resolution #2024-25-01 for the use of KY Transportation Cabinet CPPP Funds for the repair of Shirley Street in the amount of $33,000 and Scott Drive in the amount of $21,000. The council re-approved for the mayor to sign on behalf of the City of Edmonton.

 

Second Readings

The second reading of Ordinance #2024-25-04 for the Cross Connection Prevention Program pertaining to regulations enacted by KY Natural Resources and the EPA. The program’s purpose is to make sure the public water supply is protected from other water supplies (Ex: wells) that could cross-contaminate with backflow thus requiring backflow valves and other items. The ordinance was approved unanimously.

The second reading of Ordinance# 2024-2025-05 assessing and levying property taxes for 2025 on motor vehicles and watercraft of fifteen and two-tenths cents (15.2) for every one hundred dollars ($100) of assessed value within the City of Edmonton remains unchanged. The second reading was approved.

 

First Readings

At the August meeting, a petition was received from the residents on Fraiser Street asking that a speed bump be installed on the street. The council agreed and the first reading of Ordinance #2024-25-06 concerning a Speed Table/Bump/Hump was approved unanimously.

The signatures of all property owners on Fraiser Street will be verified on the petition prior to the second reading scheduled for the next meeting.

The first reading of Ordinance #2024-2025-08 for the 2024 Real Estate and Personal Property Tax Rates for the City of Edmonton to remain at .086 per $100 of assessed value, was approved. The second reading will be scheduled for the next meeting.

The First Reading of Ordinance #2024-25-07 relating to the Prohibition of Cannabis Business Operations within the City of Edmonton was approved with no discussion. The second reading will be scheduled for the next meeting.

 

Department Reports

 After Public Works Superintendent Moe Hensley presented his monthly report, the council viewed Resolution #2024-25-05 for the filing of a loan application under the Federally Assisted Wastewater Revolving Fund (State Revolving Loan Program). The loan is for proposed wastewater treatment facility improvements. The council approved for Mayor Smith to apply and represent the City of Edmonton.

The Mofield Brothers Construction Company has applied for the project and is being researched by Monarch Engineering who will present their findings at the next meeting.

Police Chief David Robertson presented the department’s August activity with 7 arrests, 6 non-injury accidents, 4 alarms, 3 animal complaints, 4 Domestics, 3 EPOs, 1 new investigation, 7 motorist assists, 2 drug complaints, 44 traffic stops, 3 trash complaint, 3 warrants served, 4 funeral escorts, 49 complains, and 8 citations written.

The city received no bids for the purchase of a police cruiser. It was decided that Chief Robertson and Mayor Smith would procure estimates from the automotive dealers, which usually bid, and bring those to the next meeting.

There were no noteworthy items from the ABC report or the Parks and Recreation report and no August Fire Department report due to the absence of Edmonton Fire Chief Jerry Clemmons.

A vote was taken to appoint Luke Wilson to the Industrial Board to fill the vacancy left by the resignation of Mark Linkous. The council approved the appointment.

 

City Attorney Updates

City Attorney Brian Pack stated that he had not received anything concerning the latest version of the 911 Interlocal Agreement.

 

Other Business

The next meeting of the Edmonton City Council is scheduled for Monday, October 7th at 4 p.m. at City Hall.
