The Metcalfe County Fiscal Court met in a special session on Tuesday, August 13th with all magistrates present.

The agenda was approved and after a slight change was requested by County Attorney Sharon Howard, the minutes from the July 25 meeting were approved with the amendment.

Taxe Rates

The 2024 Property Tax Rates were discussed and it was decided that the county would use the compensating rate of 8.6% per $100 for Real Property and the rate of 8.2% per $100 for Personal Property remaining the same as last year.

The 2025 Motor Vehicle and Watercraft Tax rates also used the compensating rate of 8.2% per $100 and remained the same as last year.

Magistrate Kevin Crain made the motion to accept the compensating rates. The motion was seconded by Magistrate Daniel Bragg and then approved.

The court approved the tax rates for the Ambulance District with Real and Personal Property Tax rates of 5.7% per $100 and a Watercraft and Motor Vehicle Tax rate of 3.0% per $100.

Magistrate Bragg made the motion to accept the compensating rates which was seconded by Magistrate Ronnie Miller. The motion passed.

The court acknowledged the tax rate set for the Soil and Conservation District at 1.6% per $100 for Real and Personal Property and no tax for Motor Vehicles or Watercraft.

Magistrate Bragg made the motion to approve the resolution and agreement and it was seconded by Magistrate Crain. The motion was approved.

Judge/Executive Larry Wilson referring to the three roads added, “They will be blacktopped from one end to the other.”

Financials

The Metcalfe County Ambulance CD matures in August and the court was given two options. It could be renewed for 9 months at 5.04 percent interest or renewed for 13 months at 4.73 percent interest. Magistrate Bragg made the motion to approve the renewal of the CD for 9 months and the motion was seconded by Magistrate Crain and then approved.

The July Financial Statement was looked over by the magistrates and the Magistrate Bragg made the motion to accept which was seconded by Magistrate Harvey Hawkins. The motion was approved.

There were no budget transfers, but there was an Inter-fund transfer from the Road Fund to the General Fund in the amount of $191,413.78. Treasurer Page Edwards explained, “We received a little over 200 and some thousand in the road fund from the state. A percentage of that, according to our budget, we can transfer to the general without having to repay the road fund. So, and that comes out to $191,413.78…this covers like salaries, audit expense, insurance and liabilities, registrations, conference training, just different things like that.”

The motion to approve was made by Magistrate Crain and seconded by Magistrate Bragg and approved.

Claims were reviewed and a motion was made to approve by Magistrate Bragg and seconded by Magistrate Miller. Claims were approved.

The Recycling Center and Road Department reports were available for questions. There was no other business.

The next meeting is scheduled for Thursday, August 22, 2024, at 9 a.m.
