New Treasurer Sworn In

The Metcalfe County fiscal court met in regular session on Thursday, September 24, with magistrates Ronnie Miller, Daniel Bragg, Harvey Hawkins, and Kevin Crain present. Others in attendance were Judge/Executive Larry Wilson, Clerk/Treasurer Page Edwards, Connie Taylor, County Treasurer, Attorney Sharon Howard, and Road Supervisor Chris Compton,

Judge Wilson declared a quorum present, and the minutes from the September 10th meeting were approved with motions by Bragg and Crain. The minutes from the special called meeting on September 17th were approved after motions by Hawkins and Bragg.
The agreement between the Kentucky Transportation Cabinet, Department of Highways, Local Assistance Road Program (LARP) funds up to $689,000 in local road assistance was approved after motions by Bragg and Miller.
The funds are to be used for resurfacing sections of the following roads.
- Pitcock Road (CR 1250) from KY 90 to the end of the county maintenance, approximately 1.60 miles.
- Cork-Gascon Road (CR 1011) from A.H. Boston Road to KY 544, approximately 2.70 miles.
- Subtle Garrett Creek Road (CR 1124) from KY 496 to mile point 1.0 for approximately 1.0 mile.
The Resolution adopting and approving the execution of the agreement for LARP funds was approved by unanimous individual votes after motions by Crain and Hawkins.
Judge Wilson stated, “Next would be appointment of the new treasurer, Connie Taylor. Connie’s very qualified, but I do need your approval. Can I hear a motion and a second that we approve Connie Taylor as the new treasurer beginning October 1st?”
The motion to accept the appointment of Taylor to the office of treasurer was made by Bragg and seconded by Miller and approved.
County Attorney Sharon Howard then performed the swearing-in of Taylor.
Financials
There was one budget transfer, and Edwards explained, “After we made our statutory contribution for the year to the PVA, then we got a letter that they upped it. So, this is the difference in that, $967.”
The budget transfer was approved after motions by Miller and Crain.
Next was one interfund transfer from the road fund to the general fund. Edwards explained, “This is in the budget; the final page of the budget is the road cost allocation list. And these are funds that can be transferred from the road department to the general fund for basic operating expenses that we do not have to pay back to the road. We can transfer up to $222,000. We’re just gonna do $150,000 right now. That leaves you $72,000 later on if you need it to transfer.”
The interfund transfer was approved after motions by Bragg and Crain.
The claims included the monthly payment to the Barren-Metcalfe Ambulance Service of $37,833.98. The claims were approved after motions by Hawkins and Bragg.
The DES, recycling, and road department reports were provided.
Other Business
Judge Wilson stated, “Some of the damage we’ve had through here, like the ice storm… All the work has been done.”
Edwards then added, “We still haven’t received the money on the ice storm, but nobody in the state has yet. There’s been proof that nobody’s received it.”
Edwards then informed, “In the back of the magistrate’s and the judge’s folders are questionnaires. Those are required by the auditors. I just need you to fill them out today, if you could, and back in so I can send them in.”
September 30th will be Page Edwards’ last day before retirement. Connie Taylor is filling the treasurer’s position as of October 1st. Edwards told the court, “I just wanted to take a moment and thank you all. For the last six years of working with me. And I know I came in and didn’t know a whole lot. I’ve learned a lot and just wanted to thank you all for being patient with me.”
Judge Wilson then said, “Paige has done a great job. I go to her every day, more than once, with questions. Actually, all of them do a great job, and I’m proud of them.”
The meeting then adjourned.
