The Metcalfe County Fiscal Court met in a regular session on Thursday, October 24th with all magistrates present. The only one absent was County Attorney Sharon Howard.

The agenda was adopted and the minutes from the October 10th meeting were approved after motions were made by Magistrate Daniel Bragg and a second by Magistrate Harvey Hawkins.

Metcalfe County Clerk Shannon Fields addressed the court, “There’s a new law, and this year that we have to do a hand-eye audit, and it’s going to be set for the Thursday after the election, at 9 a.m. and the state has given us money to provide stuff that we need for that audit. Like to pay the workers and camera to video this, because we have to have it on video now, and this is something that they’re going to be doing from here on out. So, the state is going to give us up to $5,000. The fiscal courts going to have to pay it first, and then we’re going to get the money before the end of the year.”

A motion to pay the audit costs was made by Magistrate Bragg and seconded by Magistrate Ronnie Miller and the motion was approved.

Next on the agenda was the painting invoice from Golden Years. Judge/Executive Larry Wilson said that the new lease had been signed and Treasurer Page Edward added that they had paid this year’s rent plus four months of the new amount in 2025.

Judge Wilson said, “I recommend we go ahead and pay it this time. I did go out there…and I will have to say it sure made a big improvement in the building.”

The motion to pay the invoice was made by Miller and seconded by Hawkins. The motion was approved.

Next, the magistrates approved to let Wilson get a survey of Golden Years property despite the approval at the last meeting, but it was not correct and had to be voted on again. The motion to get a survey and an appraisal if needed was made by Bragg and seconded by Magistrate Kevin Crain. The motion passed.

Treasurer Edwards requested that she be granted the use of expenditure code 02-9400-209 for the Road Fund budget. Judge Wilson asked her to explain.

“What this is, is for the KACo workers comp that we pay in for each employee… They each have their own line for, like the health insurance, retirement, and all that. The only thing that’s not broken down is the work comp that we have to pay out for each employee, and the general fund has been paying it all for all employees. Since the Road Fund is usually in better shape than the general fund, I don’t see why we can’t pay the road employee’s worker’s comp out of the Road Fund, like everything else is being paid. But I don’t have an expenditure code line for that. I have to get your permission to add that, and then we will. Will cut down on the general fund cost for workman’s comp,” explained Edwards.

A motion to approve the addition of the code was made by Crain and seconded by Bragg. The motion was approved.

Budget Transfers were next on the agenda. Edwards noted that one item said other county properties that’s Sulphur Well Park. Wilson noted that the insurance is reimbursing some of the amount with one check for $14,000 already received and another being sent for the damages to the building.

Miller made the motion to approve seconded by Bragg and the motion was approved.

The reports from Kim Jandt, Solid Waste Coordinator, and Chris Compton Road Supervisor were in each magistrate’s meeting packet for review.

Other Business

Due to a KACo Convention and Thanksgiving being on Thursdays, the November meetings were moved to Tuesday, November 12th, and Tuesday, November 26th at 9 a.m. and will be a special called meeting.
