Multiple 911 Calls Preceded Fatal Shooting on Frazier Avenue

Emergency dispatch records show multiple 911 calls were made reporting an intoxicated and disruptive individual in the hours leading up to a fatal shooting on December 26.

According to emergency communications, callers reported a highly intoxicated male at or near 305 Frazier Avenue in Glasgow who was yelling in the street, harassing neighbors, and causing a verbal disturbance. Callers identified the individual as Justin Satterly, describing him as shirtless, heavily intoxicated, and moving between the residence, the yard, and the roadway. It was alleged in one of the calls that Satterly had drank one-and-a-half pints, maybe two, of vodka that day.

One caller told dispatch the man was “higher than a kite” and alleged he had been taking videos of neighborhood children. It was also reported that Satterly left the area in a gray car. Officers were dispatched multiple times for what were classified as verbal disturbances, with an officer confirming a female, later identified as a significant other, was within rights of filing an emergency protective order against Satterly.

During initial responses, officers were unable to locate the subject, with callers reporting the man had run from police, jumped over a fence, and moved between neighboring properties. Officers later reported hearing yelling in the area.

During one of the 911 calls, a female caller reported she was locked upstairs inside the residence with her brother, who she identified as 21-year-old Braxton Haley, while Satterly moved in and out of the area and may have entered the home on some occasions. The female identified Satterly has her boyfriend, and later, her ex-boyfriend.

Dispatch asked the female if Satterly was armed with any weapons or had drugs or alcohol, to which she responded, “No.”

Later, dispatch received another emergency call reporting the male had returned inside the residence and had been shot.

The same female caller stated her brother had shot the man in the back as he attempted to break down a door, telling dispatch they feared for their safety.

When asked by dispatch why the man was shot, the caller said, “We had to. He’s come up here. He’s trying to come at us. There’s nothing we can do. He’s bigger than the both of us.”

The caller initially reported that Satterly was breathing and located at the top of the stairs inside the residence. Moments later, she stated she was unsure whether he was still breathing.

Police arrived on scene and confirmed a gunshot victim with wounds to the back. CPR was initiated, and the scene was secured. EMS advised for the Glasgow Fire Department to respond to the scene in the back of the property.

The victim was identified as a 32-year-old male with three gunshot wounds. Air medical transport was requested, and the emergency room was notified of a Level 1 trauma. Despite emergency response efforts, the incident later transitioned to a coroner response. The coroner reported he was en route to the Kentucky Medical Examiner’s Office in Louisville.

During the incident, the stepmother and father of Braxton Haley contacted dispatch seeking information on the conditions for both their son and a pregnant daughter who had been inside the residence. Dispatch advised that no officers were immediately available to speak with them and instructed them to report to the Glasgow Police Department for further assistance when they arrived to Glasgow.

Haley is currently charged with murder and lodged in the Barren County Detention Center on a $750,000 cash bond, according to jail records.

The incident remains under investigation.
