Parades, Bids, and Grants

The Edmonton City Council met in regular session on Monday, November 3rd, at the Edmonton City Hall. Those in attendance were Mayor Doug Smith, Councilmembers Teresa Hamlett, Curt Estes, Cathy Nunn, Faye Word, Tommy England, and City Attorney Brian Pack.

Others in attendance were City Clerk/Administrator Dawn Devore, Public Works Superintendent Moe Hensley, Police Chief David Robertson, ABC Administrator Fred Ray, Park & Recreation Director Brian Garrett, and for the Herald-News PJ Martin.

The minutes from the special-called meeting on October 2nd were approved as written.

Attending for the American Legion and VFW were Bill Lagermann and Charles Costello, who said, “We’ve been talking for a period of time, probably months, about the hope of having a parade in Edmonton.”

“…we talked to the judge about it last week…and we’ve talked to the chamber about it. We’ve talked to the historical society about it. We will put together a committee of some sort and make this happen. …Let me just add a little bit to that, we’re not promoting that. It’s just for the military and the service. I mean, it’s the 250th anniversary of the United States, and we want to, really, let that be our theme.”

Lagermann explained that they are working in conjunction with Lisa Boswell, manager of Bowling Park, to schedule the parade on the day of the park’s 4th of July events, which are scheduled for Friday, July 3, 2026.

The council members expressed positive comments, and the mayor thanked them for coming to the meeting.

Next, each department head presented the October report for their department.

Mayor Smith announced, “We had a bid opening today at three o’clock for the Edmonton Memorial Park improvement phase two project, concrete bleacher pads for the land and water grant. Dawn, will you give the results, please?”

“We received one bid from King’s Concrete from Summer Shade, Kentucky, and approximately 10,325 square feet of sidewalk and concrete for bleachers to sit on, with steel where bleachers are at, concrete will be poured around where press boxes are at. Concrete will be roof finished, soft cut will be put in concrete for expansion, and this will go under every set of bleachers that are up there, except the football field. So, all the baseball fields in the softball field and the tennis will get concrete that connects to the sidewalks, which will make it more accessible for handicapped… and his bid is $50,076.25,” said Dawn.

She went on to explain, “We did get $197,000 and change grant from land and water. That is a 50/50, grant. So, we can, if we spend 197, they’ll give us 197, so the other part of this project is black topping the street, the walking trail, and the parking lot. So, I wanted to do this first to see where we were at, to see how much black top we could actually get.”

The council approved the bid with little discussion.

Next was Resolution # 2025-2026-04, a declaration of intention for Edmonton Memorial Park. “The resolution is an updated one that you passed in 2022 for the Edmonton Memorial Park project, CDBG Grant,” explained the mayor. The resolution was approved.

Edmonton Police Chief David Robertson presented the departments October activity report with 21 arrests, 11 non-injury accidents, 6 alarms, 5 animal complaints, 3 domestic violence, 4 DUI, 4 EPO, 2 fights, 1 incomplete 911 calls, 6 new investigations opened, 4 motorist assists, 10 medical calls, 1 drug complaints, 39 traffic stops, 2 trash complaints, 12 warrants, 3 escorts (funerals), total complaints were 65 and total citations were 19. The department patrolled 5,044 miles.

The 911 Dispatch Center September and October reports were presented by Director Jordon Crump. In September: Edmonton PD -221, Emergency Mgmt. – 7, KSP – 15, Coroner – 1, School Police – 2, Sheriff’s Dept. – 263, Edmonton Fire Dept. – 58 NM Fire Dept. – 24, and SS Fire Dept. – 22. City 36.05% and County 59.87%

In October: Edmonton PD -243, Emergency Mgmt. – 1, KSP – 9, Coroner – 3, School Police – 9, Sheriff’s Dept. – 236, Edmonton Fire Dept. – 71 NM Fire Dept. – 37, and SS Fire Dept. – 39. City 37.50% and County 59.11%

Edmonton Fire Chief Jerry Clemmons reported that for October, the department had 12 medical runs, 2 lift assist runs, and 1 alarm run for a total of 15 runs in October.

City Attorney Brian Pack had nothing to discuss.

With no other items, the motion was made to adjourn.
