Surplus Bids

The Edmonton City Council met in a special called session on Thursday, October 2nd at the Edmonton City Hall. Those in attendance were Mayor Doug Smith, Councilmembers Teresa Hamlett, Curt Estes, Cathy Nunn, Faye Word, Tommy England, and City Attorney Brian Pack.
Others in attendance were City Clerk/Administrator Dawn Devore, Public Works Superintendent Moe Hensley, Police Chief David Robertson, ABC Administrator Fred Ray, Park & Recreation Director Brian Garrett, and for the Herald-News PJ Martin.
Since it was a special-called meeting, Mayor Doug Smith reminded the council that only the items on the agenda could be discussed.
The minutes from the special-called meeting on September 8th were approved with no changes.
Resolution #2025-26-03 Cleaner Water Program Grant WWTP had no discussion before the motions were made and approved. The resolution accepts the supplemental grant funds for infrastructure projects in Senate Bill 36 and HB 1 Cleaner Water Program. The resolution authorizes the mayor to sign the documents related to the project.
After Public Works Superintendent Moe Hensley presented his monthly report, “We done five water taps, fixed five leaks, and done some maintenance on six meters, moved a gas meter, and our routine stuff. We cleaned up, trimmed trees… getting ready for this winter… totally overhauled the meter, at Summer Shade Volunteer Fire Department, it had been in since 1987 that needed some attention, started the playground set down here on Monday at Pedigo Springs Park. Now, I think the mulch is in process, and we also helped dig out the walls on the dugouts on the big field at the park.”
Next, the bids for the surplus property were opened. City Clerk/Administrator Dawn Devore read each, “Okay, we received a few bids, not on everything.”
Item 1 received a bid from David Moser of $1,525 for the 1998 Chevrolet 2500 4WD.
Item 2 received a bid from James Reece of $386.43 for the 1997 Ford F1502WD.
Item 3 received no bids for the 2012 Chevy 1500 4WD.
Item 4 received a bid from Bryce Nebble of $400 for the 2005 D2 Grasshopper.
Item 5 received no bids for the bed topper.
Item 6 received no bids Meyer snowplow.
Item 7 received no bids Meyer snowplow.
Item 8 received a bid from James Reece of $50 for the stainless steel salt spreader.
Item 9 received no bids for the step bars for a 2021 Ford Ranger.
Item 10 received no bids for the step bars for a GMC or Chevy.
A motion to approve the bids was made by Estes, seconded by Nunn, and approved. Also, approved was the motion to let the mayor set a price for the remaining surplus items and sell them.
Next was Edmonton Police Chief David Robertson who presented the departments September activity report with 15 arrests, 14 non-injury accidents, 3 alcohol intoxicated people, 1 alarms, 4 animal complaints, 3 domestic violence, 1 DUI, 1 EPO, 2 fights, 1 incomplete 911 calls, 4 new investigations opened, 7 motorist assists, 7 medical calls, 2 drug complaints, 28 traffic stops, 2 trash complaints, 2 warrants, 2 escorts (1 ball team and 1 funeral), total complaints were 62 and total citations were 17. The department patrolled 3,784 miles.
The 911 Dispatch Center report was not presented due to Director Jordon Crump attending training in Richmond.
ABC Administrator Fred Ray stated that everything was in compliance.
Edmonton Fire Chief Jerry Clemmons was absent, so no fire department report was presented.
Park & Recreation Director Brian Garrett stated, “Our fall city youth league started. We have 58 participants in that league. Our women kick kickball league started also in September. We have 64 participating in that league.” He added that a league started for the smaller kids who don’t participate in any of the other leagues, and there are about 20-21 participating.
The mayor asked City Attorney Brian Pack if he had anything to discuss. He replied, “I do, this month I received a complaint…a complaint by a citizen stating that they felt like they were excluded from being able to attend our city council meetings.”
“The statute required me to respond on your behalf within three days, which I did, stating we have excluded no one from these meetings. We continue to exclude no one from these meetings. It is a public meeting. All citizens of Edmonton, or even non-citizens of Edmonton, are able to come and sit and watch these meetings, I responded, and an appeal was taken to the Kentucky Attorney General stating that we did not respond. I immediately responded, saying we did respond.”
“Oddly enough, we have not heard from the Kentucky Attorney General, anything. They haven’t even acknowledged that they received anything from anybody. And so, I’m not sure where that stands, but I would reiterate, our meetings are open to the public. We’ve always, you’ve done an excellent job of keeping the meetings open when we’ve gone into Executive Session. We’ve always properly stated the basis, and you all, as your city attorney, I can represent it. You all have always stayed within those rules. I have no problem defending that, and we will win.”
With that being the last item on the agenda, the motion was made to adjourn.
