Fiscal Court Tries to Decided on Paver Issues and Plans for School Bus Turn Around

The Fiscal Court held its regular meeting on March23, 2026. All Magistrates were present except for Gary Bagshaw and James Vincent, whom was stopped at the bridge due to a auto accident closing the road. The road report was given by Joe Montgomery. Montgomery reported on issues with equipment needing repairs. The paver repairs will be $29,305, if no other issues are found. Montgomery also stated that issues will not be seen until it is used. Once repaired it could bring up to $600,000 if listed for sale. The Fiscal Court estimates they have around $300,000 or less invested into the paver. They have installed some road tiles in the last two weeks.

Sheriff James Vincent gave the Sheriff’s report. Vincent reported his office had taken in $9,395,437 of tax payments or 98.6%.

The Jailer report was given by Jailer Todd Vincent. Vincent reported 11 inmates 1 juvenile.

Parks and Rec reported that Little League Baseball and Softball had 360 kids sign up. The Annual Easter Egg Hunt will be held April 4 at 11:00 am at Hwy 70. Pelicans Snowballs will be on hand.

The Sunfish Roundhill Road is waiting on the compaction test results before moving forward.

In new business; The Jaws of Life truck bids came in cheaper and they can take possession sooner.

The Fiscal Court approve the following; Edmonson County Conservation District FY27 Budget, Edmonson County Conservation District FY27 Plan of Operations, Coroner Bond #2122275, effective 4/1/2026, and theFY27 Jail Budget.

The Fiscal Court acknowledge the following; BGWC February Shelter Directors report, Big Reedy Watershed Conservancy District FY27 Budget, and FY27 Tourism Budget.

The Fiscal Court approved the following pending final audit; County Clerk’s January Excess Fees Report, and County Clerk’s February Excess Fees Report.

The Fiscal Court approved, Resolution EC26-09, County Attorney Adam Turner Rent Agreement, auditors had suggested the rental agreement needs to be listed in the budget.

Ordinance EC26-10, County Road Adoption, first reading was tabled until County Attorney Adam Turner could be present.

KVF Cooperative Extension Award Presentation included work with 4-H, extension office, and the Fiscal Court. The award was for Capitol Experience Day and won the Bridge with Builder and Impact Award.

Child Abuse Proclamation was read and will be signed and presented on April 7 , 2026 in Judge Exec. Lindsey’s office.

Bus turn around signage. Incident last week turnaround was blocked and cause damage to the bus. The county easements should be covered for bus turnarounds.  Many have changed over the years due to kids aging out or new ones moving in. 95% of the school bus turn arounds are also used for snow plow turnarounds. this also includes cul-de-sacs.  School bus drivers will be providing address locations for turn arounds and cul-de-sacs, these will then be listed with a number, first the district then the number. This can also impact safety, property upkeep, and cost of fuel.

Julien Hodge, Planner and Development specialist, from Barren River Area District Development address the Fiscal Court on the Strategic Plan and Hazard Mitigation Plan. The Hazard Plan is required for FEMA.

In the Judge’s updates Judge Lindsey stated he had testified for Congressman Brett Guthrie recently on behalf of Mammoth Cave National Park in Washington D.C. The over 550 acres is currently owned by The Nature Conservancy and was already off the counties tax base. Judge Lindsey felt the county could be better served by Mammoth Cave National Park owning the land instead of The Nature Conservancy.

The next Fiscal Court Meeting will be April 13, 2026 at 4:00 p.m. in the upstairs courtroom and is open to the public.
