Fiscal Court Look at Issues with Paving

The Edmonson County Fiscal Court held its regular meeting on March, 9, 2026. All Magistrates were in attendance.
In the Road Report the mow trimmer is not useable again and is being worked on. The department has been working on tile installs and ditch work. Montgomery reported the old flat bed truck needs to go into surplus.
Emergency Manager Terry Massey reported 34 runs in the last two weeks.
In the Sheriff’s report there were 442 calls to service in the last month.
Jailer Todd Vincent reported 13 inmates. There have been 14 arrest and runs this month already, showing a increase for the Jailer Department.
County Attorney Adam Turner reported on a road ordinance that magistrates can place a road to be brought into the county’s maintenance for the next Fiscal Court docket. This is a update to the roads in the county that has not be reassessed since 2019.
In Parks and Rec the Annual Easter Egg hunt will be held April 4th, starting at 10:00am at the HWY 70 Sports Complex. The old walking bridge at HWY 70 has been removed. The recent partial government shut down has stopped work on a replacement through FEMA.
The Sunfish project has been submitted for reimbursement but has had no reply yet due to the particle shutdown. Last year’s flood damage has also been put on hold.
New business;
Open bids for the JAWS of Life truck were opened and all were excepted for discussion on which is the best option. A decision will be made at a later date.
In the road discussion Joe Joe Montgomery recommended the paver be put into surplus. He lists work that needed to be done to the machine and that it was a paver intended for large projects not the counties smaller roads. Montgomery suggests the county purchase a smaller piece of equipment that could pave areas where road tiles had been installed and patch work will need to be done.
Discussion for flex roads for 2026 did not get completed until October, which was too late in the year for them to be worked on. This Fiscal Year (2027) magistrates will need to get quotes from Scotty’s or Cleary and submit to Fiscal Court to be completed.

The Fiscal year 2027 Jail budget brought lots of questions from the magistrates. Last year one vehicle was bought and this year the budget had $52,000 for another vehicle. At current the Jailer department is under budget for fiscal year 2026. Judge Executive Scott Lindsey cautioned the Fiscal Court that just because it was in the budget did not mean it would necessarily be used. The budget was not approved.
The Fiscal Court approved the following; EC26-05 Jailer’s duties, Treasurer’s February monthly settlement report, Finance Bond #2123881 effective 3/4/26, March Cash Transfers, to set Magistrates salaries at $8,750 annually, to set Coroner’s salary at $15,533 annually, to set Deputy Coroner’s salary at $10,506 annually, to set County Attorney’s salary at $39,000, to set Finance Officer’s hourly pay rate at $17.00, (all effective 1/1/2027), to set CPI Increase for County employees at 2.7% effective 6/29/26, to advertise for Road Department mowers, 911 Services Board Grant application, Leitchfield Exterminating Termite Control Service #20052 for courthouse and Leitchfield termite Control Service agreement #29309 for the Dispatch Center.
The following were approved pending final audit; Sheriff’s February monthly fee account, Sheriff’s February property tax report, Sheriff’s February Franchise tax report, County clerk’s February MVAV tax collection report, County clerk’s February Deed transfer report, and County clerk’s February Delinquent tax collection report.
Magistrates mentioned that secondary roads are now beginning to receive internet installs.
Judge Scott Lindsey stated he would be travelling to Washington DC to speak on the county’s behalf for Mammoth Cave taking possession of 511 acres now owned by the Nature Conservancy.
The next Fiscal Court meeting will be March 23, 2026 at 4:00pm in the upstairs courtroom and is open to the public.
