Judge Executive Cast Tie Breaker Vote

Butler County Fiscal Court held its regular meeting on December 8, 2025. All magistrates were present except for Stevie Givens.

First on the agenda was old business, specifically the issue with Roscoe Taylor Road. After a discussion where magistrates disagreed, the vote was tied. Judge Executive Tim Flener then cast the deciding tiebreaker to approve the county’s fix to the culvert/ditch line on the county road. Several Magistrates then asked when roads in their district with the same issue could be repaired.

In new business;

The Fiscal Court approved to County Clerk employees 2026 salary budget for $285,000, and the County Clerk budget for 2026.

The Lock and Dam 5 survey and boundary to be transferred from the US Army Corp of Engineers to Butler County, minus a portion of the road and a parcel of land that will be under the control of The Nature Conservancy, the Fiscal Court approved accepting the expected proposal of the deed.

Amanda Murphy Sanders, through KYTC asked the court for a purchase of a small strip of land that equals 916 square feet of property to expand the bridge over Green River and Panther Creek for the price of $1000. The Fiscal Court approved this.

The Dexterville /Oak Ridge box culvert FEMA project was discussed. In order for FEMA to complete the project, studies would need to be approved at a cost to the Fiscal Court of around $36,000. The Fiscal Court voted against this due cost of study restrictions imposed by FEMA. The Fiscal Court decided that the creek being cleaned out by landowners may have solved the problem and saved the county money. If the need to repair arises in the future, the Fiscal Court feels they can complete the repairs itself.

R and R proposed to live stream and record, or to just record the Fiscal Court meetings. To live stream the cost would be $115 and to just record would be $85. The Fiscal Court tabled the issue.

The contract with AT&T for the courthouse phone and internet installation was approved on the condition that County Attorney Michelle Duvall overlooks the contract first. The Fiscal Court approved paying Blanton Electric $650 to disconnect the electric components at the Woodbury RV Park and store them until spring.

The Fiscal Court approved the following: 5th District VFD treasurer’s report, Treasurer’s monthly settlement, R and R 2026 computer service retainer fee, 2026 holiday schedule, to transfer $35,000 from the General fund to the Jail fund, transfer $20,000 from the General fund to the E911 fund, and all other bills and transfers.
