The Edmonton City Council met in a special called session on Thursday, August 28th at the Edmonton City Hall. Those absent were Councilmembers Tommy England and Teresa Hamlett.
Mayor Doug Smith reminded the council that since it was a special-called meeting, only the items on the agenda could be discussed.
The first reading of Ordinance #2025-2026-02 setting the 2026 Motor Vehicle and Watercraft property tax rate was held. The rate will remain unchanged from last year, with a tax rate of 15.2 cents for every $100 of assessed value.
The first reading of Ordinance #2025-2026-03 setting the 2025 Real Estate and Personal Property Tax rates. The worksheet was explained to the council by City Clerk Dawn Devore. They received 3 options, each listing the tax revenue produced.
The 2024 tax rate for real and personal property was .085 per $100 assessed value, but to keep the same revenue as in 2024, the tax rate was increased slightly. The 2025 real and personal property tax rate was set at .086 per $100 of assessed value.
The next item was Resolution #2025-26-02, authorizing the Mayor of the City of Edmonton to sign and file an application through the Kentucky Infrastructure Authority for funding assistance from the Kentucky Waste Waters Program. The motion to allow was made by Councilmember Stacy Beard, seconded by Councilmember Cathy Nunn, and approved.
The last item on the agenda was bid approval for material and construction for phase 1 of the Wastewater Treatment Plant (WWTP) Wet Weather Retention Improvements project at the treatment plant.
Monarch Engineering, Inc. chose the following for each contract:
Contract 1 Clay Borrow Material Supply – One bid was received from Harper Farms (Mr. Junior Harper) of Summer Shade in the amount of $15,000 to provide the clay material to build the earthen embankment. The Geotechnical Engineer has evaluated a sample to confirm it was suitable. That bid was approved after a motion by Councilmember Stacy Beard and a second by Councilmember Curt Estes.
Contract 2 Basin Retention Structure Construction – One bid was received from Skyline Construction, LLC of Tompkinsville in the amount of $159,800. This includes excavation, construction, RPE lining, and stone. That bid was approved after a motion by Councilmember Cathy Nunn and a second by Councilmember Faye Word.
Devore explained the funds, “We have a $200,000 grant to do this…We had some extra money left over from the Hubbard Cemetery Road water line extension from that grant…They’ve agreed to let us move that money to the construction…”
With no other items on the agenda, the meeting was adjourned.
