Regular Meeting of the Edmonton City Council

A regular meeting of the City Council of Edmonton, Kentucky was held on the 4th day of November, 2024, at 4:00 p.m. CST at City Hall in Edmonton, Kentucky.

The Honorable Doug Smith presided and the following duly qualified council members were present and voting:

COUNCIL MEMBERS PRESENT: Cathy Nunn, Curt Estes, Tommy England, Faye Word, Teresa Hamlett, and Stacy Beard.

OTHERS PRESENT: City Clerk/Administrator, Dawn Devore; Public Works Supt., Moe Hensley; Police Chief, David Robertson; ABC Administrator, Fred Ray; Fire Chief, Jerry Clemmons; City Attorney, Brian Pack; and Taylor, Polson, Co., Jeff Carter.

  • Mayor Doug Smith asked Chief Robertson to lead the Pledge of Allegiance.
  • Mayor Doug Smith then asked for a moment of silence honoring all veterans.
  • Mayor Doug Smith declared a quorum present and the meeting came to order.
  • The minutes from the October 3, 2024, Special Meeting were approved as presented. Councilmember Teresa Hamlett made a motion to accept the minutes. Curt Estes seconded the motion. The motion passed without dissent.
  • Mayor Smith recognized Jeff Carter with Taylor, Polson, Co. and he presented the FY 2022-2023 audit. Councilmember Teresa Hamlett made a motion to accept the audit. Stacy Beard seconded the motion. The motion passed without dissent.
  • Councilmember Cathy Nunn made a motion to have the Second Reading – Ordinance #2024-25-09 – Repealing Ordinance #2023-05. Curt Estes seconded the motion. The motion passed without dissent. City Clerk Dawn Devore read by title.
  • Councilmember Teresa Hamlett made a motion to adopt Resolution #2024-25-07 – Amended & Restate Grant Assistance Agreement – Approval & Authorization – Gordon Branch Road. Faye Word seconded the motion. The motion passed without dissent.
  • Councilmember Stacy Beard made a motion to adopt Resolution #2024-25-08 – Grant Assistance Agreement – Approval & Authorization – Edmonton Sewer Plant. Faye Word seconded the motion. The motion passed without dissent.
  • Public Works Supt. Moe Hensley gave the Water, Sewer, & Gas Department report.
  • Hensley stated there was one bid received for the Generator Site Electrical Integration. He then opened the bid from Leonard Johnson Electric and stated it was for all labor and finish work in the amount of $195,000.00. Mayor, Council, and Supt. Hensley discussed the amount of the grant received for this project and Councilmember Teresa Hamlett made a motion to accept the bid. Curt Estes seconded the motion. The motion passed without dissent.
  • Police Chief David Robertson gave the Police Department report.
  • ABC Administrator Fred Ray gave the ABC report.
  • Parks Director Brian Garrett was absent from the meeting and Park report was given.
  • Dity Fire Chief Jerry Clemmons gave the Fire Department report/
  • City Attorney Brian Pack stated there was included in their packets a Municipal Order amending the personnel policy concerning medical cannabis. He explained to the Council they had the decision to accommodate the use of medical cannabis by employees or not to accommodate. Councilmember Curt Estes made a motion to adopt Municipal Order #2024-25-01 – Amending Municipal Order 2023-24-01 – Personnel Policy to not accommodate the use of medical cannabis by employees. Tommy England seconded the motion. The motion passed without dissent.
  • Councilmember Teresa Hamlett made a motion to adjourn. Faye Word seconded the motion. The motion passed without dissent.
  • Mayor Smith declared the meeting so adjourned.
